Cathy Hughes Fellow

Joycelyn F. James serves as a Senior Attorney and the Cathy Hughes Fellow for the Minority Media & Telecommunications Council, where she works on matters that focus on the advancement of minority and women’s entrepreneurship in the nation’s media and telecommunications industries, including ownership, broadband participation, and spectrum rights.

Ms. James is admitted to the bar in Maryland and holds memberships in the Federal Communications Bar Association and the Greater Washington Area Chapter, Women Lawyers Division of the National Bar Association.  Ms. James has also served as Rapporteur for the Eligible Entities and Constitutional Issues Subcommittees of the Federal Communications Commission’s Advisory Committee on Diversity for Communications in the Digital Age from 2008-2009.

Ms. James is a graduate of the Catholic University of America Columbus School of Law, where she obtained a certificate from the Institute for Communications Law Studies.  While at the Catholic University of America Columbus School of Law, Ms. James served as a Staff Member for CommLaw Conspectus: Journal of Communications Law and Policy.

Prior to her legal education, she graduated magna cum laude from Howard University with a Bachelor of Arts in Communications, concentrating on Radio, Television, and Film.
